it's not a bootleg. the band have consented to this release. it is a CD-R though, that is correct.

How the fuck do you lose money putting out a cd-r?

shipping from Norway to US is easily £3 alone. then the CD-Rs are expensive-ish (CD-Rs are much more expensive than actual CDs), and the cover is printed in a modern printing office onto high quality 120g paper. setting a price of £4 would mean I'm making a teeny weeny bit on domestic orders, but losing on international orders. I expect far more international orders than domestic ones.
