Japan uses the term "gaikokujin" (alien) for foreigners who wish to stay in Japan for more than 3 months. And they must be registered with an "Alien Registration Card." The foreigner should always carry it with him where ever he goes. If he is caught without the card he will pay a huge fine or get incarcerated and have to deal with a truckload of red tape bullshit.
