I almost went to Chapel Hill, hear it's got a pretty cool music scene.
I wouldn't go to Wake Forest (at least not for skram/music/relevance), not sure about Duke.

Well as a fellow NebrASSkan...
I go to UNO and went to UNL my freshmen year. First off both are great school academically. UNL's a beautiful campus (throw out shitstain that is the greek row of frat/sorority houses) and UNO's quad area is as well. UNL has a huge greek life which might be a turn off to you since the place is full of douche chills but it's such a large school that's there all types of people there. UNL is right by downtown Lincoln which is actually pretty neat but really small. It's got the Bourbon Theatre, lots of sweet places to eat, coffee houses, even hit up the Ghost House for uppin the punx/skramin/DIY'in. If you go to UNO I'm guessing you'd live in campus housing so you'd be pretty much in the middle of the city with plenty to do and downtown Omaha is awesome. I personally prefer the people more at UNO since there are a lot more chill people and a lot less "Yaa brah college bro!" types here.
But college isn't skram and definitely not punk, don't do it.

Nearly everyone at our college listens to indie/hipster stuff. I haven't seen a single skramz person on campus.
