have you seen genocyber? i'm not even sure that's considered cyberpunk... anyways, most people don't like it because it's basically a chick flick (kind of like elfen lied), but i'm into it:

it kind of feels like five separate ova's loosely strung together, but it was from the early 90's - when anime was less story and more showy (i think). which is probably my favorite era as it is the kind i grew up watching.

It's great! I have all four ova's on VHS, I highly recommend it if you like older anime.

Everyone says the same thing about Texhnolyze: slow, and makes you want to kill yourself. Is it at least a bit faster than Lain? Because it took me like 7 episodes before I even knew what was going on in that show. Ended up being one of my favourites after I finished it/watched it again, but I don't know if I can be bothered going through that for a ~26 episode show.

Just finished Wolf's Rain. Pretty decent, but for some reason they held out the cheeze bits until the last four episodes which they released OVA.
